DALY CITY, California – In a landmark move to bolster equitable employment and ensure local participation in public works projects, the Daly City Council approved the City’s first Community Workforce Agreement (CWA) at a Special City Council Meeting on September 23, 2025, making Daly City the first municipality in San Mateo County to establish such a framework. The resolution was led and sponsored by Councilmember Juslyn Manalo and co-sponsored by Mayor Dr. Rod Daus-Magbual.
The CWA is intended to guide City-funded construction and infrastructure projects, ensuring that:
● Local workers and subcontractors have fair opportunities to bid and participate
● Prevailing wages, benefits, and safe working conditions are maintained
● Workforce development, training, and apprenticeship pathways are prioritized
● Project delivery remains efficient and cost-effective for the City and its residents
“By adopting this Community Workforce Agreement, Daly City is affirming our commitment to building local, skilled labor capacity while delivering critical infrastructure,” said Mayor Daus-Magbual. “This ensures taxpayer-funded work not only strengthens our built environment but also strengthens our community by giving local residents access to good jobs and apprenticeship programs.”

This is an investment in our community and the next generation of skilled talent.”

Key provisions of the agreement include:
● Local hire preferences for qualified workers residing in Daly City and San Mateo County
● Transparent bidding and subcontracting processes to give small and minority contractors equitable access
● Enforcement and oversight mechanisms to monitor compliance and maximize accountability
Daly City’s adoption of the CWA aligns with regional momentum toward more inclusive, community-centered public works contracting. As the first city in San Mateo County, Daly City sets a precedent for neighboring jurisdictions to follow. The City will begin implementing the CWA immediately on applicable projects. Additional resources, outreach, and training support will be made available to assist local contractors, workers, and residents in leveraging this new opportunity.
